The "garbagge collection" rule derives from both the technical configuration of the market and its "market internals" including the evolution of the "potential open trades". Everyday the system analyses its entire trading universe (1061 US securities) and computes the number of "open trades", i.e. trades the system could place would no other constraints apply (e.g. such as risk and money management). The number of these trades is drawn with its moving averages and serves - among other things - to monitor the market internals (with A/D lines, etc.) to detect whether the odds are high that a bull market might locally switch in a "correction mode". Basically as the system is leveraged that kind of situation, if unhandled, can be extremelly detrimental to the drawdown levels experienced and the system closes all positions.
